Dr. Eng. Otieno has 16 years’ experience in Civil Engineering Design, Management, Construction, Maintenance, Structural Integrity Assessment, and Construction Regulation & Approval. He holds Bachelor of Science in Civil Engineering (JKUAT), Master of Science in Construction Engineering and Management (JKUAT) and Doctor of Philosophy in Civil Engineering (JKUAT) under the African Development Bank (AfDB) Scholarship Scheme, with a research interest in sustainable road construction materials. He is a Registered Professional Engineer by the Engineers Board of Kenya (EBK), a Corporate Member of the Institution of Engineers of Kenya (IEK), Lead EIA/EA Expert with the National Environment Management Authority (NEMA), a member of the Environment Institute of Kenya (EIK) and a member of the Green Building Society of Kenya (GBSK). He has also undertaken trainings in Senior Management Course (SMC) and Strategic Leadership Development Program (SLDP) to enhance his management and leadership skills from the Kenya School of Government (KSG). Dr. Eng. Otieno joined NCA in 2014 as a senior investigation officer based at the HQs and he has worked as a Regional Coordinator heading the following regions, Coast, Nyanza South and Kiambu Regions. Prior to joining NCA, He worked in the defunct Ministry of Local Government-Local Authorities based at Gucha County Council as a works officer, Butere-Mumias County Council as a Senior Works Officer, and Embu County Council as a Senior Works Officer. He Joined the County Government of Embu and worked under the County Executive Member for Transport and Infrastructure during the advent.
